The government is expanding access to high-LVR lending (up to 95%) for first home buyers, significantly lowering the upfront deposit hurdle, especially for those previously unable to enter the market. What's different this time is the virtually limitless quota the Government has allowed. No more income tests. No more place limits. No more capped allocations. From January 2026, if you're a first-time buyer, you're in. Additionally the Lenders Mortgage Insurance is also covered &amp; any Hecs debt is not taken into consideration in their lending standards.(see below)

Two major changes are on the way:

 	<li>20% of existing HECS debts will be cancelled, helping reduce borrowers’ financial commitments.</li>
 	<li>HECS/HELP debts will no longer count against lending capacity, which will improve serviceability for many younger buyers.</li>
</ul>
This is expected to open the market to a new wave of eligible homebuyers in early 2026.

<strong>2024 Year-End Real Estate Market Review: Looking Ahead to 2025</strong>

As we close out 2024, the real estate market has been a study in contrasts, with conditions varying greatly across regions. *<b>CoreLogic's</b> Head of Research, Eliza Owen, captured this uncertainty, stating, “The market's initial strength in 2024 gradually waned due to declining demand, rising levels of advertised supply, and a shifting outlook for inflation and interest rates.”

The key theme of 2024 has undeniably been variability. Growth conditions have ranged widely, with annual value changes from a -2.3% decline in Melbourne to a 21.0% increase in Perth. The weakest performers among capital city house suburbs for value growth were concentrated in Melbourne, with six of the bottom performers in the city. Interestingly, Millner in Darwin topped the list of the worst-performing suburbs, with values dropping by -11%. Similarly, nearly all of the top 10 worst-performing unit markets were found in Melbourne.

In regional areas, Venus Bay in Victoria experienced the steepest house value decline at -15.4%, while Greater Melbourne’s Sunshine units saw the biggest drop in unit values at -13.8%. Despite these challenging market conditions, Ms. Owen pointed out the potential for a rebound, noting, “There are tailwinds for households that could boost buyer and renter demand in 2025.”

<strong>What Lies Ahead in 2025</strong>

Looking to 2025, several positive factors that may support the market. Wages growth remains well above the pre-COVID decade average, at 3.5% as of September. The Stage 3 tax cuts have further boosted real household income, although much of this boost has been saved by households for now. With inflation expected to ease and real household income likely to grow further, 2025 could see market conditions improve, particularly if there is a reduction in the cash rate.

However, as always, market performance will be diverse. While conditions are expected to improve, the direction for the housing market on the Peninsula will likely be driven by speculation and lifestyle choices. The impact of recent state government taxes and rental law changes have certainly made their mark, and we remain hopeful that 2025 will bring some much-needed relief, such as a softening in inflation, interest rates, and possibly utility prices stabilizing.

                <description><![CDATA[Property investment is an effective way to grow wealth - but it also requires ample preparation and financing. Real estate investment often involves planning as there are several costs that have to be taken into account before making a purchase.

Making the correct investment decisions are always the number one priority of any investor and accepting what expenses that may be incorporated goes a long way to helping. The checklist below clarifies the different initial upfront and ongoing costs involved with investment property.
<h1 style="text-align: center;"><strong>Upfront Costs</strong></h1>

<ol>
 	<li><strong>Deposit - </strong>The deposit is a percentage of the property’s value that investors need to pay to the vendor. Generally, residential properties require a 20% deposit while commercial properties require 30%.</li>
 	<li><strong>Loan Establishment Fees - </strong>A loan establishment fee, also called an application fee, covers the cost of preparing documents of a new mortgage. There are some banks and financial institutions that are willing to waive this one-off payment, however, it can cost between $200 and $700 depending on the loan.</li>
 	<li><strong>Lenders Mortgage Insurance - </strong>Lenders require LMI if the deposit is less than 20% of the property price. This one-off fee protects lenders financially if a borrower defaults on their mortgage. This <a href="https://www.yourmortgage.com.au/calculators/mortgage_insurance/" target="_blank" rel="noopener noreferrer"><strong>LMI estimator</strong></a> can help calculate the amount needed to pay for a chosen property.</li>
 	<li><strong>Stamp Duty - </strong>Stamp duty covers the cost of changing the title and ownership of a property. The amount differs depending on the state where the property is situated. The property’s value and purpose also determine how much stamp duty should be paid. Investment properties generally have higher stamp duty costs than those who have principal residence. This <a href="https://www.yourmortgage.com.au/calculators/stamp_duty/" target="_blank" rel="noopener noreferrer"><strong>stamp duty calculator</strong></a> can provide an estimate.</li>
 	<li><strong>Connections - </strong>These are fees covering utilities and services, including electricity, water, and gas, that need to be installed before the property is ready for occupancy.</li>
 	<li><strong>Legal Fees - </strong>These include solicitor or conveyancing fees, which cover the legal transfer of the property’s ownership. The amount varies depending on the lender, fees can start at $100 and, in some instances, exceed $1,000. Title transfer may also require search processing fees, which can cost about $50 per search.</li>

The costs are often indexed against the property’s value and can reach thousands of dollars every year.</li>
 	<li><strong>Body Corporate Fees - </strong>Also called strata fees, body corporate fees are rates charged on properties located in the shared block such as apartments, townhouses, units, and flats. These cover the management of the block and maintenance of common areas. The cost is dependant on the condition, size and location of the property, and can range between $50 and several hundred dollars per week.</li>
 	<li><strong>Building and Landlord Insurance - </strong>Building insurance provides cover to the buildings on the property and its contents from unforeseen damage such as natural disasters i.e. fires and flooding. Landlord insurance protects property owners against loss or damage arising from tenancy issues, including theft, loss of rental income, vandalism. It is advisable to have these policies, however, they are not always required. Annual premiums vary per state but typically ranges from $1,000 to $2,000.</li>
 	<li><strong>Property Management Fees - </strong>Some investors choose to outsource the day-to-day management of their property. A property manager overlooks the daily operations of rental properties from collecting rent to maintenance and repair. They could cost between 5% and 8% of the monthly income. Plus a letting fee once a tenant is secured which can vary from one-week rental to 2.5 weeks rental plus GST.</li>
 	<li><strong>Advertising - </strong>To generate income, rental properties need tenants. The internet is filled with real estate websites that owners can use to attract potential renters. Advertising on these platforms usually costs a few hundred dollars.</li>
 	<li><strong>Repair and Maintenance Costs - </strong>A landlord is responsible for ensuring a property is in a livable state for tenants, so it is recommended to put aside a yearly budget for costs and repairs.</li>

                <title><![CDATA[$25m for National Centre of Coasts & Climate at Point Nepean]]></title>

The federal government announced on the 14th July 2020 that they would be investing $25 million into the construction of a marine and oceanographic research and education centre on the historic site of the Quarantine Station Precinct at Point Nepean, Victoria.

Federal Member for Flinders, the Hon. Greg Hunt MP was thrilled with the announcement, having been a long time advocate for the centre to being established in the region.

“I have fought passionately over many years and alongside many members of the local community to revitalise the old quarantine buildings in Point Nepean National Park for a marine research centre, and I am delighted that this long-held vision is now a step closer,” Mr Hunt said.

“This project brings a long-term, sustainable environmental use to the buildings, two higher education institutions to the Mornington Peninsula and a world-class marine and coastal research facility to Victoria and Australia.”

“It is my deeply held belief that in decades to come, the National Centre for Coasts, Environment and Climate will become one of the world’s great marine and oceanographic research centres.”

The research and education centre will be a joint venture between the University of Melbourne and Monash University, in which a four-year agreement has now been finalised.

The universities are now in the process of developing a business case and proposal in partnership with Parks Victoria and all levels of government, that aligns with the Victorian Government’s masterplan for the Quarantine Station Precinct.

The existing buildings at the Quarantine Station Precinct will be refurbished. With the centre to champion interdisciplinary research on marine and coastal ecosystems, climate science and environmental management, with its location at the entrance to Port Phillip Bay ideal for researchers to observe the ocean, coast and atmospheric conditions.

In what is the largest property owned and run by the Mornington Peninsula Shire Council, with the 8-hectare heritage precinct co-owned with the National Trust of Australia (Victoria), The Briars will undergo changes to keep what is already loved and bring in some new, carefully considered experiences that allow more people to enjoy the Briars.

The Briars consists of a wildlife sanctuary, heritage buildings, significant Aboriginal sites, nursery, school camp, a children’s workshop and a restaurant.

A draft plan was placed on public exhibition in May last year and received a big response, with much of the feedback from the community was very positive and built excitement for the project.

 	<li>Tree-top boardwalk (Sky Walk) will be added</li>
 	<li>Restoration of the Heritage Homestead, with artefacts, furniture and other interpretive elements will be added to improve the experience.</li>
 	<li>Expansion to Josephine’s Restaurant</li>
 	<li>Briars Nursery to receive improve retail and growing space</li>
 	<li>The Community Forrest to receive a possible extension - to be further explored post-2030</li>
</ul>

<span style="font-weight: 400;">The </span><a href="https://www.mornpen.vic.gov.au/Home" target="_blank" rel="noopener noreferrer"><span style="font-weight: 400;">Mornington Peninsula Shire Council</span></a><span style="font-weight: 400;"> adopted the ‘</span><a href="https://www.mornpen.vic.gov.au/Building-Planning/Strategic-Planning/Strategic-Planning-Projects/Rye-Township-Plan" target="_blank" rel="noopener noreferrer"><span style="font-weight: 400;">Rye Township Plan</span></a><span style="font-weight: 400;">’ in December 2017 which will see the Towncentre, Streetscape, and Foreshore areas upgraded. This will see the town reinvigorated and really become the place that locals and tourists will be able to enjoy for years to come. The township plan identified the following areas as key projects; Foreshore Promenade, Foreshore Park, Town Square, Point Nepean Road, Rye Camping, Napier Street Plaza, Campbell Lane, Bimble / Collingwood / Sullivan Streetscape, and the Gateway into Rye. </span>

<b>FORESHORE PROMENADE</b>

<span style="font-weight: 400;">The Foreshore Promenade will see a physical and visual extension of the pier. This will further improve one of the key attractions for the town, relating back to days when a railway ran from the pier past the bowls club to the big kiln. Alongside, there will be urban furniture and lighting to fit in with the landscape also helping frame views of the bay and creating areas of respite, play, and social interaction.</span>

<b>FORESHORE PARK</b>

<span style="font-weight: 400;">One of the current main attractions within the Rye foreshore is the Foreshore Park. Currently, the park is surrounded by mainly car parks, making its usability a little less attractive. With redefined greening of the park, improvement to the pier, and its surroundings, this space will once again provide a recreation hub for formal and informal events with plenty of recreational and leisure opportunities, including a proposed splash park! </span>

<b>TOWN SQUARE</b>

<span style="font-weight: 400;">This newly created space will become the heart of the township. Located adjacent to the current town hall this Town Square will comprise a park that will be a communal space with a range of outdoor activities which includes a skate park to support a growing youth population. The Town Square will front an activated laneway to the north connection it to the Napier Plaza. This space will also provide opportunities for commercial activities and outdoor dining. </span>

<b>POINT NEPEAN ROAD</b>

<span style="font-weight: 400;">Carrying all traffic through Rye and at the same time accommodating large numbers of pedestrians, Point Nepean Road certainly needs to accommodate everyone and their activities. Improvements like reduced traffic lanes, cycle links, additional signaled pedestrian crossings, and reduced traffic speed will all enhance the functionality of the town making it a more accessible and safe township. A seasonal parking scheme will also be implemented, to assist with increased pedestrian numbers during the warmer months.</span>

<b>RYE CAMPING</b>

<span style="font-weight: 400;">The foreshore campground has always been a popular holiday destination and has increased significantly since its beginning in the 1940s. With the campground sitting so close to Point Nepean Road it acts as a barrier to the bay. In order to address concerns and balance the needs of campers, holidaymakers, and the community it’s proposed to relocate and consolidate with the other campsites. </span>

It forms the extension of the historic pier/foreshore promenade to create a plaza space linking the township and existing community facilities back to the foreshore. The plaza will be framed by mixed-use development creating an active interface with the public domain. This plaza space could function both as an open-air market, event space, or outdoor dining zone/ eat street, complimenting the program in the adjacent town square.</span>

<span style="font-weight: 400;">Bimble, Collingwood, and Sullivan Street are the alternate route for people during peak times and upgraded streetscapes to create safer options for not only motorists but pedestrians and cyclists. </span>

The Aquatic Centre will offer so much to the health and wellbeing of the Southern Peninsula community, with an estimated 400,000 visitations per annum. Some of the beneficiaries of the Aquatic Centre will be schools, older aged members of the community, allied health services, families, sporting clubs, community groups, visitors to the peninsula and local business.

After 10 years of planning and now building, the light at the end of the tunnel can be finally seen. Despite the COVID-19 pandemic across the globe, this project has still been able to move ahead, on time, and on budget with the project to be completed by the end of 2020.

Located on the corner of Boneo Road and Besgrove Street in Rosebud, the Aquatic Centre will provide the Southern Peninsula community with a top-class facility that includes:

 	<li>Wellness centre featuring steam room, sauna, spa</li>
 	<li>Warm water pool which will be great for rehabilitation of injuries</li>
 	<li>Consulting rooms for specialist services such as massage, physiotherapy, relaxation, older adults, and sports recovery</li>
</ul>
Fun for the family begins at the learn to swim pool for the little ones, and toddler pool with the aqua zone to be a sure hit for all families being a year-round activity.

The cafe will be offering high-quality food service, and there will also be a party room and meeting rooms available for use.

Access ramps will be on the main pool, learn to swim, and warm water pool with wheelchair access also available to the spa.

On top of all that, the second storey will have a full gymnasium, with a spin room and two other program rooms.

                <description><![CDATA[<span style="font-weight: 400;">In an extra special series of events, Santa is set to return the Mornington Railway. The festive time of the year has already begun and Mornington Railway will once again have a jolly visitor from the North Pole.</span>

<span style="font-weight: 400;">Join Santa on a one-hour return train ride from Moorooduc station throughout December. The station area, as well as the train, will be suitably decorated to make Santa feel welcome and at home. Choose from a train ride during the day, or make it an extra special twilight train trip with Santa.</span>

<span style="font-weight: 400;">Catch the Santa special train from either Moorooduc station or Mornington station and choose either a one-way train ride or return. A return trip will take approximately an hour unless you decide to move on to Mornington Main Street.</span>

You’ll be able to experience jumping castles, Christmas tree decorating, plaster painting, some amazing photo opportunities with Santa and even send your Christmas wish list to Santa via the Santa mailbox. And we can’t forget the hot and cold food and beverages available at the kiosk at Moorooduc Station.</span>

                <title><![CDATA[Seawinds Park: Arthurs Seats' Summit Alternative]]></title>

                <description><![CDATA[Hidden away at the top of Arthurs Seat is Seawinds Gardens. George Chapman acquired the property in 1896 while he was working at the nearby <a href=" https://crowdersre.com.au/2019/11/heronswood-estate-arthurs-seats-hidden-treasure/">Heronswood Estate</a>. He built a homestead on the property near the northern lookout and his children used a horse and dray to get to school each day in Dromana at the bottom of Arthurs Seat. Mr Chapman was also involved in supplying timber that was transported to Melbourne by train from Red Hill, a town on the eastern side of Arthur's Seat.

Seawinds Gardens cover a total of 34 hectares of land at the top of Arthurs Seat which peaks at 305 metres above sea level. Providing spectacular views of Port Phillip as well as the Mornington and Bellarine Peninsulas from various lookout points around the park.

Work on the gardens at Seawinds was started in 1946 by the then owners, Sir Thomas Travers and Lady Travers. In 1960 Sir Thomas Travers acquired five artworks by the famous artist William Ricketts. These ceramic works of art are now featured on a rock wall at Seawinds. In 1975 the Victorian State Government purchased Seawinds from the Travers estate and made it part of the Arthurs Seat National Park.

Offering a combination of indigenous and exotic formal gardens, as well as the William Ricketts sculpture collection, the park is the perfect place for a picnic with electric barbeques, picnic tables and toilets.

Several walking tracks will take you through the diverse range of flora with the changing seasons. Summer offers a cool escape from the surrounding coast. In Autumn the park transforms into a canopy of red, yellow and brown before the trees lose all their leaves. Winter highlights the distinction between the deciduous birch and willow trees against the still-green pine and cypress trees. Late August shows a rush of bright yellow when the daffodils begin to flower just before the onset of spring, which brings vibrant flowers and shrubs to life.

There are many events on the peninsula this summer, and not all of them relate to Christmas. So take your pick, the Peninsula has plenty on offer!</span>
<h4>Barefoot Cinema</h4>
<span style="font-weight: 400;">The Barefoot Cinema is all about showcasing incredible locations with breathtaking views. With two great locations to choose from on the Peninsula and over 20 movies to choose from, it’s a magical night out. </span>

<span style="font-weight: 400;">Point Nepean National Park in Portsea is one of the most historic and breathtaking locations in Australia. Take in some of the rich history before settling into your beanbag for the movie.</span>

<span style="font-weight: 400;">The Briars Homestead in Mornington is one of the oldest and most important homesteads in Victoria. You might even be able to spot some wildlife watching the movie with you!</span>
<h4>Horse Racing</h4>
<span style="font-weight: 400;">With race meets on throughout the summer, you are spoilt for choice! Visit either Mornington Racecourse or Balnarring Picnic Racing Club for their regular race meets or special race days. These racecourses also double as the location for the Mornington Racecourse Market and Emu Plains Market.</span>
<h4>Sorrento Christmas Concert and Fireworks</h4>
<span style="font-weight: 400;">Bring your family and a picnic to the Sorrento foreshore on December 8 for the annual Christmas Concert and fireworks. With local school choirs and musicians, Santa, face painting and a sausage sizzle.</span>
<h4>Rye Gift &amp; Family Fun Day</h4>
<span style="font-weight: 400;">The Rye Gift is a premier event conducted with the Rye Athletics Carnival and Family Fun Day. Hosted on the second Saturday of January it’s a wonderful family fun day with attractions including races, children’s rides and market stalls. A summer mainstay on the Peninsula, this event has been presented by the Rye Sports &amp; Social Club since 1975. Don’t miss the five local Football Clubs running a mile for prize money for the clubs!</span>

<h4><span style="font-weight: 400;">Local Shopping Centre</span></h4>
<span style="font-weight: 400;">Almost all local shopping centres offer photo opportunities with Santa. Santa will return to </span>

<span style="font-weight: 400;">Rosebud Plaza from November 30 and Mornington Central from December 9. But if you don’t mind travelling, we’ve heard great things in the past about the Santa at Parkmore Shopping Centre.</span>
<h4><span style="font-weight: 400;">Department Stores</span></h4>
<span style="font-weight: 400;">Large department stores like Harvey Norman, David Jones, Myer and Ikea often have a beautiful display. With some stores offering free photos during selected times, although you may need to wait a few days for your photo to be processed.</span>
<h4><span style="font-weight: 400;">Pet Stores</span></h4>
<span style="font-weight: 400;">Santa photos aren’t just for kids so why not take your beloved pet to meet Santa for a photo? PetStock from November 23, Beleura Veterinary Hospital on selected dates in November and Petorium Pet Warehouse on December 7.</span>
<h4><span style="font-weight: 400;">Santa train</span></h4>
<span style="font-weight: 400;">In an extra special series of events, Santa is set to return the Mornington Railway. Join Santa on a one-hour return train ride from Moorooduc station throughout December. On top of the train ride, you’ll be able to experience jumping castles, Christmas tree decorating, plaster painting and some amazing photo opportunities with Santa.</span>

<span style="font-weight: 400;">With a special mention to Myer Christmas Windows, they never fail to amaze us with their different themes. The theme for 2019 is May Gibbs’ Gumnut Babies and has already been unveiled for the season.</span>

                <description><![CDATA[<span style="font-weight: 400;">The festive season is a really exciting time to enjoy everything the Mornington Peninsula has to offer. There is a range of family-friendly events to enjoy, and we want to share some of our favourites with you!</span>

<b>Frankston’s Christmas Festival of Lights</b>

<span style="font-weight: 400;">The gateway to the Mornington Peninsula. The City of Frankston has been celebrating 22 years of bringing Christmas celebrations to residents and visitors alike.</span>

<span style="font-weight: 400;">This year, the festival will be held on Saturday, November 30th from 5 pm-10 pm and is located at the Frankston Arts Centre precinct, Frankston Library, Davey Street and surrounding area. The popular event is free, with costs for rides, food, market stalls and amusements. Activities include a children’s show, Santa visits and craft activities at the Frankston Arts Centre. Live music and Christmas carols will be on the legendary main stage. Santa’s Grand Arrival Parade is a must-see, followed by Frankston City’s spectacular century-old Norfolk Pine Christmas Tree Lighting. The festival concludes with a spectacular fireworks display- which is sizing up to be the best one yet!</span>

<b>Mount Martha Carols by Candlelight</b>

<span style="font-weight: 400;">Mount Martha’s annual Carols by Candlelight is held on the Mount Martha Community House Lawn at 466 Esplanade. This year the event will be held on Monday, December 23rd from 8 pm- 9:30 pm. The family-friendly community Carols event is by the Combined Churches of Mount Martha. A hugely popular local event for both young and old, bring a picnic, enjoying singing along with the Christmas carols and listening to the performers. One of our favourite ways to welcome in Christmas on the Peninsula.</span>

<b>Modern Australian Christmas @ Georgie Bass Cafe &amp; Cookery</b>

<span style="font-weight: 400;">Get inspired to take your Christmas dining to the next level with the popular Modern Australian Christmas cooking class at Georgie Bass Cafe &amp; Cookery, corner Cook &amp; Wood Streets in Flinders. The class will run on December 7th from 4 pm to 7 pm and we suggest booking early to avoid disappointment. The class will focus on tricks and techniques and will feature cold entrees, easy and delicious mains and a refreshing dessert. You will gain the skills to have the confidence you need to ensure your Aussie Christmas dining is flavour packed and loved by all your guests, young and old. </span>

                <title><![CDATA[The Peninsula Lighthouse]]></title>

                <description><![CDATA[<span style="font-weight: 400;">Built back in 1859, the Cape Schanck Lighthouse is one of the oldest lighthouses in Victoria. And is one of few lighthouses that still operates as it did during the 1800s. Built from distressed limestone and sandstone, the lighthouse provides spectacular views of the Southern Peninsula cost as well as the Bass Strait.</span>

<span style="font-weight: 400;">The Cape Schanck Lighthouse forms part of a triangle of Bass Strait lights which also includes Cape Otway and Cape Wickham Lighthouses. It was also Australias first lighthouse tower with stone steps that still has an uses its original lense that still shines the full distance of 48km. The lighthouse stands 21m high and the light's focal plane is situated 100 metres above sea level.</span>

<span style="font-weight: 400;">The Cape Schanck Lighthouse reserve offers several heritage buildings including the lighthouse and a museum. A guided tour of the lighthouse only takes 20 minutes, learning about the maritime history and stories of the lightkeepers and their families, as well as events from what was once was a very remote location. The museum houses a large range of artefacts and information that illustrates the maritime navigation history of the site and its role in guiding ships into Port Phillip Bay.</span>

<span style="font-weight: 400;">Take a long walk along the Bushrangers Bay nature walk to take in some of the best coastal scenery. With sections of the walk shaded with Banksia groves, providing some shelter from the elements for a quick break. Look out for local birds and the grassy clearings where kangaroos are often spotted. Observe local marine life in the rock pools or catch a glimpse of some whales during migration season.</span>

<span style="font-weight: 400;">Cape Schanck is the southernmost tip of the Mornington Peninsula, where the Bass Strait and Western Port meet. The land has been protected since the 1800s and it became a national park in 1988.</span>
